  You can download Packet Tracer 5.1 It is a Cisco Simulation program where you can set up any network scenario that you want. You have full control with the Cisco IOS.

  However it is not a free download. The link that i provided is a trial version but if you want the full version you can download it via torrents, or pay the $90 that they want for it.
