How do I turn windows firewall back on someone was cleaning up my computer and now I noticed windows firewall?

Its not on,and its not there anymore because I clicked on windows firewall–as well as security center in control panel and it says WFsettings cannot be displayed because the associated service is not running.Then it says do I want to start the WF internet connection sharing wit ISC and when I click yes it denies me.Please some help here anyone.Thank you.

    If the Windows Firewall service is not running type services.msc into your Run Box. Scroll down and set Windows Firewall to “automatic” and then “Start” the service.
    You will need to right-click on Windows Firewall then clickProperties (in services.msc) todo this.

    Click “start”, then “control panel”, then “security center”, then click “windows firewall”. from here you will see if it’s ON or OFF.

    Go to Start – Control Panel and look for Windows Firewall. double click the icon and it should give you an option to turn it on.
