Changing careers to focus more on my IT knowledge. I see many position require a certification in Cisco or CompTIA but the prices are insane for the training (3K and up). What are some ways obtain certifications without breaking the bank?

you will know how
If you are just starting into IT and will not be attending post-secondary education, I wouldn’t worry about going to training classes. CompTIA tests are childs play honestly, and introductory Cisco exams are not too hard. All you really need for CompTIA is a book on the exam (study guides are available at any bookstore), and for Cisco exams I would suggest both a study book (use Cisco Press material, I have found it to be the best) and downloading a copy of GNS3 (I’ll let you google that one).
In IT no-one starts at the top. If I were you, I would be looking for help desk or perhaps NOC jobs.. and the bar for entry isn’t terribly high. Get an A+, maybe Security+… and a CCNA and you should be good for a basic job. Then work hard and study for the next level of certs and you’ll climb the ladder, slowly but surely.
Whatever you do, DO NOT use materials such as “pass4sure”, “testking”, etc. They contain actual test questions/answers, and come with the following consequences:
1. If you are caught, you will be stripped of all certs and will never be given the opportunity to earn them again
2. Studying answers is not the same thing as understanding the material. I have seen a lot of people go this route, and they’re all terrible at their jobs.
